The Broadband India Forum (BIF) and the Cellular Operators Association of India (COAI), two major groups in India’s tech and telecom industry, are once again in a face-off.

The BIF, which includes companies like Meta and Google, is calling the rule a violation of consumer freedom. But the COAI, which is run by Reliance Jio, Airtel, and Vodafone-Idea, considers it a major victory for cybersecurity.

The BIF called the decision “sudden and without consultation,” while the COAI stated that this rule will create a reliable link between the user, their number, and the device, significantly reducing fraud and online scams.

What is SIM Binding and Why is There So Much Turmoil?

According to the government’s new directive, messaging apps such as WhatsApp, Telegram, Signal, Snapchat, ShareChat, JioChat, and Arattai will now have to ensure that the app is continuously linked to the original SIM card with which it was registered.

This means:

  • If the original SIM is not present in your phone, you will not be able to use the app.
  • Additionally, on SIM-less devices like laptops or desktops, there will be an automatic logout every 6 hours, requiring a relog in by scanning a QR code.
  • The government argues that this step was crucial to prevent the rising incidents of cyber fraud, fake calls, and digital scams.

BIF’s Objections: Is This Rule Too ‘Interfering’?

BIF has raised several serious questions. They argue that this move is technically challenging and impacts the convenience of millions of users.

They also stated that:

  • The Telecom Act does not permit controlling OTT platforms in this manner.
  • The rule was introduced suddenly, without public consultation.
  • This could lead people to shift to other apps if they are not covered by the rules.

The BIF says that, this is “regulatory overreach,” and the government should have first heard the industry, tech companies, and users.

COAI’s Stance: Why is This Step Necessary for Cybersecurity?

According to the COAI, digital fraud is continually increasing in India. Many scammers use fake numbers and proxy apps to deceive people. According to them, SIM Binding will:

  • Strengthen user identity.
  • Curb fraudsters.
  • Reduce financial fraud and spam messages.

Telecom companies have called this decision a “significant step” for digital security.

OTT platforms have appealed to the government to halt the deadline for this rule and initiate a detailed and open discussion.
